Abstrak
Suatu kajian telah
dilaksanakan bagi menilai kesahan dan kebolehpercayaan Instrumen Pengukuran
Strategi Pengurusan Bakat (MyBakat) dalam sektor awam di Malaysia menggunakan
kaedah analisis model Rasch. Kajian ini melibatkan 100 responden yang terdiri
daripada pegawai awam persekutuan daripada kategori Pengurusan dan Profesional
Gred 41 sehingga Gred 54. Indeks kesahan kandungan adalah 1.00 yang menunjukkan
instrumen ini sesuai digunakan. Seterusnya, sepuluh jenis pengukuran analisis
model Rasch telah digunakan untuk menilai instrumen MyBakat. Analisis individu
menunjukkan sejumlah 42 responden digugurkan dan hanya 58 responden sahaja yang diterima dan dianalisis
bersama 25 item dalam MyBakat. Manakala, analisis item pula menunjukkan dua
item digugurkan iaitu item Q5 bagi konstruk Pemerolehan Bakat dan Q24 bagi
konstruk Pengekalan Bakat. Hasil kajian mencadangkan instrumen MyBakat dengan
23 item sebagai instrumen yang jitu, sah dan boleh dipercayai bagi mengukur
strategi pengurusan bakat dalam sektor awam.

Abstract
A study was conducted to
assess the validity and reliability of the Talent Management Strategy
Measurement Instrument (MyBakat) in the public sector
in Malaysia using the Rasch model analysis method. This study involved 100
respondents consisting of federal public officials from the Management and
Professional category Grade 41 to Grade 54. The content validity index is 1.00 which shows that this instrument is suitable for use.
Ten types of Rasch model analysis measurements were used to evaluate the MyBakat instrument. Individual analysis showed that a total
of 42 respondents were dropped and only 58 respondents were accepted and
analyzed together with 25 items in MyBakat.
Meanwhile, item analysis shows that two items was dropped, namely item Q5 for the Talent Acquisition construct and Q24 for the
Talent Retention construct. The results of the study propose MyBakat with 23 items as a precise, valid and reliable
instrument to measure talent management strategies in the public sector.
